10. THE LOCAL MANAGING COMMISSION



The Managing Commission would have the local executive function, or, in the case of large cities, that of the district, in addition to the initiative in the drafting of regulations or laws, while the Assembly would have the legislature to approve or reject the proposals of the Commission, as well as its control and the ratification of its commissioners.

The president of the local Commission, directly elected by the citizens, would have the competence and confidence of the Assembly to choose a team of "commissioners" according to their competences, whose personal or professional qualities were the most suitable for the position, therefore that the criteria would be mainly professional. Thus, it could name a local athlete for the sports commission, for culture to a local artist, etc.

Therefore, in the absence of political parties, these commissioners would be totally independent and would have no other political objective than to serve the well-being of the community they represent.

This leads us to determine what the three fundamental minimum commissions would be and their areas.

The first would be the Economy Commission, on which related competencies would depend, such as budgeting, industry, commerce, urban planning, the environment, resource management, etc.

The second would be Culture, on which activities such as museums, festivals, local festivals, sports and leisure activities, and even relations with local churches and confessions, etc. would also depend.

The third would be education. Public schools, citizen education, the promotion of science and new technologies, etc. would depend.

Finally, there would be the Ombudsman, whose person in charge would be chosen directly by the citizens to guarantee their independence, on which the electoral Commission described above would be responsible for the control of the elections and the collection of signatures through an official portal local on the Internet, and the interpellation and presentation of motions and initiatives before the Assembly and the Commission, as well as consumer defense.

With these first institutions, the Assembly, the Commission, and the Ombudsman, citizens would have representatives to attend to their basic needs and directly affect them. Still, local politics must consider the provincial reality, so they are needed other similar institutions at a higher level.
