9. THE CHOICE OF CANDIDATES

Since political parties would not exist, to promote the candidacies for the Assembly, it could be the various associations and local civic groups who would nominate the candidates, without any type of discrimination or exclusion, except that they must be a citizen with a legal residence and the right to vote, supported by a certain number of signatures, proportional to the number of inhabitants. Independent nominations could also be submitted in a personal capacity, provided they obtained the required signatures. These candidacies would be accepted by a local electoral commission dependent on the Ombudsman. The number of signatures obtained would determine their position on the electoral lists of candidates.

In principle, this procedure, as we will see later, would allow a person with a good reputation, competent and independent, and residing in a small town, to have the same opportunities to become a deputy to the National Assembly as another resident in a large city.

Of course, the collection of signatures of accession could be done through the Internet, in a local official portal controlled by the Electoral Commission, where the candidate's basic profile would be. Information that could complement using current social networks or blogs.

Once the electoral Commission accepted the candidates, three separate lists would be drawn up: one for the election of the members of the Assembly, another for the election of the president of the Commission, equivalent to the current mayors, and a third for the election of the Ombudsman. The voters would be all the resident citizens and with the right to vote, from 15 or 16 years old, which is the age at which it is necessary to start assuming civic responsibilities, and it should be done through the network, by an electronic vote, in a local official portal. The local or district Assembly would be constituted with the elected representatives, which would elect its president and spokesperson.
